SME Loans in Budget 2027: RM 57 Billion, and Which One Fits Your Clinic, Salon or Spa
Budget 2027 sets aside RM 57 billion in loans and financing guarantees for small businesses, up from RM 50 billion this year. For a clinic, salon, beauty centre or spa, the most useful parts are Bank Negara's low-rate relief financing, microloans from TEKUN, BSN and AIM, and SJPP and CGC guarantees for owners without collateral.

This guide explains what each one offers, who it is for, and what lenders usually ask to see. It is general information as at October 2026, not financial advice. Check the latest terms with the lender before you apply.
What is in the RM 57 billion?
The government calls 2027 the Year of MSMEs. These are the parts most relevant to a small service business:
| Financing | Budget 2027 amount | Best for |
|---|---|---|
| BNM SME Stabilisation Relief Facility | Extra RM 5 billion, now RM 10 billion in total | Working capital at a capped rate |
| SJPP and CGC guarantees | Up to RM 32 billion | Bank loans when you lack collateral |
| AIM microfinancing | RM 3 billion | Low-income micro entrepreneurs |
| BSN microfinancing | RM 1.7 billion | Youth, gig workers, hawkers |
| TEKUN Nasional | RM 1.3 billion | Bumiputera entrepreneurs |
| TEKUN and AIM | RM 150 million | Indian entrepreneurs |
Microfinancing adds up to RM 6.6 billion in total.
BNM relief financing: up to RM 750,000 at 3.75%
Bank Negara's SME Stabilisation Relief Facility (SME SRF) started in May 2026 for businesses hit by the West Asia conflict and higher energy costs. Budget 2027 doubles it to RM 10 billion and keeps it open until 30 June 2027, or until the money runs out.
- Amount: up to RM 750,000 per SME
- Rate: at most 3.75% a year, guarantee fee included
- Tenure: up to 5 years
- Guarantee: up to 80% from CGC or SJPP, for SMEs without enough collateral
- Use: working capital to keep a viable business running
- Where: apply at participating banks, Islamic banks and development financial institutions
By 30 September 2026, RM 3.8 billion had already been approved for more than 6,800 SME accounts, so it is worth asking your bank early.
Microloans: TEKUN, BSN and AIM
Microloans suit a one-outlet business, a new salon or a home-based beauty therapist who needs a smaller amount.
- TEKUN Nasional (RM 1.3 billion) focuses on Bumiputera entrepreneurs. Apply at a TEKUN branch or on its website.
- BSN (RM 1.7 billion) focuses on youth, gig workers, hawkers and vulnerable groups. Ask at any BSN branch.
- AIM (RM 3 billion, for about 360,000 entrepreneurs) helps low-income households start or grow a micro business.
Each agency sets its own loan limits and conditions, so check with them directly.

Which one fits you?
Made-up examples to show how owners might match their need to a scheme:
| Made-up example | Possible fit |
|---|---|
| Spa with rising electricity bills, needs RM 80,000 working capital | BNM SME SRF through your bank |
| New 2-chair salon, needs RM 20,000 for equipment | TEKUN, BSN or AIM microloan |
| Clinic opening a second outlet, no property to pledge | Bank loan with an SJPP or CGC guarantee |
What do lenders usually ask to see?
Requirements differ, but most lenders ask for:
- SSM registration and the owner's IC
- Bank statements, often for the last 6 months
- Sales records that show steady income
- A short plan for how the money will be used and repaid
- Tax and payroll records, such as EPF and SOCSO payments
Owners who keep sales in a notebook or across several apps often struggle with point 3. Clear monthly reports make it easier for a lender to see that your business is healthy.
